The Rajya Sabha, constitutionally the Council of States, is the upper house of the bicameral Parliament of India. Presided over by the Vice President of India and with a maximum membership of 245, the Rajya Sabha has equal footing with Lok Sabha in most matters of the nation. It is a representative of the states in the union legislature and has the power of protecting the rights of the states against the Union Government. Unlike the Lok Sabha, the Rajya Sabha is a continuing chamber and hence not subject to dissolution but can be prorogued by the President.
